Anyone want to play lawyer and have a legal rationale to support this rule?

Oregon State's fall quarter begins a month after Illinois' fall semester. A regular student could begin classes in Urbana in August. They hate their roommate and after three weeks transfer to Oregon State with almost no difficulty. So why can't a running back do this?
I have no problem with a running back doing this. What I have a problem with is a running back playing for multiple universities in one season.

They sign a NLI when they agree to come play at a school. I think this might muddy the waters for this scenario.

The National Letter of Intent is a legally binding document that signifies your intention to compete in athletics at a university for at least one year. You can change your mind after signing an NLI, but there are legal consequences to breaking this contract.

That might stop the first collective from having an obligation to pay NIL to the player but they could sign a new agreement
