They are in essence, realizing their waiver system has been a joke and people have been playing it forever. I'm guessing a few waivers will be denied because of this but not many. It's kind of like when a league puts in new rules for refs to follow- the first few weeks they are on it- then they sag off and go back to the way things were.
Old guidelines: Athlete must have “documented mitigating circumstances outside of the student-athlete’s control and directly impacts the health, safety or well-being of the student-athlete.”
New guidelines: Athlete must have, "documented extenuating, extraordinary and mitigating circumstances outside of the student-athlete’s control that directly impacts the health, safety or well-being of the student-athlete.”
