Athletes no longer have to ask permission to transfer

At least from the school. When a player wants to transfer, school cannot deny it and must enter their name into a transfer database within two business days when then other coaches are free to contact them.

However, conferences can still impose their rules about transferring (say to a school in the same conference) and those will not change.

1. Probably the way it should be. They're not slaves. Coaches routinely don't finish out signed contracts, athletes should be the same.

2. No real point of a NLI anymore.

NLI's used to mean a player would have to ask to decommit. Of course, they are always allowed to decommit but if you sign an NLI then the players would be required to follow certain rules whatever those may be by school/conference (cant transfer within conference and get a scholarship, cant transfer to team on schedule, etc.). If you never sign you can just decommit. I've said for a long time players shouldn't sign an NLI but if they don't a team might fill that spot. But, if the team really wants you that won't be a problem.

I guess it was inevitable. I would like to have seen a little more time for current university to be given an opportunity to change the kid's mind. 2 days is pretty tight. But teams are going to contact some kids even before the kids know they want to transfer.

The rich will continue to get richer.

Considering 4 games in 25% of a football season it better be for basketball too where 4 games is only 13% (not including playoffs in both sports). That's the equivalent of a basketball player being allowed to redshirt after 8 games.
