Is Big East one of the conference guaranteed two NIT bids; and (if so) would the conference still be guaranteed two since St. John's said "thanks, but no thanks"?

I tend to think the mentor-mentee relationship will keep that from happening, but if it does my money is on a DePaul buy game (to throw some program coin Pedon's way).
